We are excited to announce our Program Manager! The Program Manager is responsible for bridging the gap between front line staff and program leadership, implementing all organizational/strategic changes, enhancing existing services, and positive outcomes with direction from the Director/Senior Director. This position is housed within a correctional setting. Employees hired to work in this setting are required to adhere by all policies, procedures, and other workflows identified by the correctional facility. As a part of the correctional setting, the position requires staff to respond not only to Integrity House management staff, but also department of correction staff as guidance/direction is provided related to safety matters.
Primary Duties and Responsibilities of a Program Manager:
Maintain compliance with DOH Licensing Regulations under the guidance of program Administrator and Director of Substance of Abuse Counseling
- Participate in audits/inspections
- Develop and implement plan of correction
- Ensure service delivery per Annex A and/or other contractual guidance
- Ensure safety of all clients, program staff and infrastructure
- Complete all safety drills and inspections as scheduled and/or needed
Manage Program Budget under the direction of the Director/Senior Director
- Review and approve program billing
- Address and correct areas where service delivery is not optimized, resulting in failure to capture revenue
- Keep all costs within or under budget and forecast future budget needs
- Make adjustments to expenses as aligned with budget
- Monitor program costs and spending
Enhance Service Delivery & Program Model
- Evaluate program strengths and identify areas of improvement, quarterly as identified in the Annual Performance Improvement Plans.
- Implement and manage changes to ensure project goals and objectives are met for grants and special initiatives including producing accurate and timely reporting.
- Complete weekly clinical file reviews to ensure 100% service delivery, timely treatment planning, and other relevant areas of clinical care.
- Monitor and ensure Annex A service delivery, including treatment authorizations, and timely submission of billing.
- Foster a drug free environment, including the use of unscheduled/scheduled drug screening of clients.
- Respond to all client concerns, where needed.

Staff Development
- Provide administrative supervision of all program staff
- Recruit, hire, train, and evaluate all program staff—with KPIs and measurable business and developmental goals
- Coordinate with Human Resources and Director/Senior Director to address personnel related issues.
Maintain a caseload of clients.
- Perform all responsibilities as outlined in the Department of Health Regulations – N. J. A. C 8:111-1.9 Qualifications and responsibilities of the substance abuse counseling staff (addendum attached).
- Assess client’s needs using evidence-based validated assessment tools (i.e. ASI, CASI, etc.), diagnose clients for substance disorders using the DSM (within scope) and determine appropriate level of care based on ASAM criteria in order to provide individual and group therapy, psycho-education, case management, and crisis intervention to clients.
- Develop a client-centered treatment plan collaboratively with the client which is recovery oriented and includes long-term and short-term goals with measurable objectives.
- Provide substance use disorder counseling services (individual, group, family, and crisis)—inclusive of all comorbidities, specified in the client treatment plan, when and where necessary, throughout treatment according to ASAM criteria to determine the need for continued services, transfer or discharge.
- Provide active case consultations and maintain ongoing communication (direct & in-direct) with supervisor, Director, coworkers, families (if consent is given) and referral sources; participate in regular clinical case conferences meetings for assigned clients, weekly clinical supervision, trainings, workshops, and etc. – as assigned by Director.
- Keep accurate records and clinical documentation in the client’s electronic health record, in accordance with Annex A requirements; complete clinical documentation for all counseling, education services, assessments, reassessments, referrals, and follow-up in the paper and/or electronic records while maintaining quality assurance standards are met.
- Document complete and detailed facility incident reports for Director and any other persons stipulated to receive them, including referral source per contractual agreement and emergency contact when appropriate.
- Develop client’s transfer and/or discharge plans to ensure movement to appropriate levels of care; contact referral source (s), provide case consultation and coordinate with referral sources (i.e., criminal justice agencies and/or mental health treatment providers).
Preferred Qualifications for a Program Manager:
- Master’s degree in Social Work or Counseling, preferred.
- At least two (2) years’ experience in human services fieldwork, minimum of one years in supervisory capacity
- Knowledge about recovery, motivational interviewing, trauma informed care, and the value of peers (recovery specialist)
- In depth knowledge about mental health and substance use disorders
- Strong and proven leadership experience
- Clinical Licensure (LSW, LCSW, LAC, LPC, CADC, or LCADC), dual credential preferred (LCADC)
- Must obtain clinical supervision certificates (ACS, CCS, and/or Social Work) within one year of eligibility.
- A valid NJ Driver’s License
