New mobile program will provide housing navigation, crisis response, and healthcare connections seven days a week.
Integrity House has received a grant from the City of Newark Office of Homeless Services (OHS) to launch a new street outreach and stabilization program serving individuals experiencing unsheltered homelessness throughout Newark.
Operating seven days a week, the program will deploy outreach teams to public spaces, transit sites, and other high-need locations identified in collaboration with community and public safety partners. Each team will include two Street Outreach Specialists and a Clinician who will work to build trust and connect individuals with essential services.
The program will prioritize individuals experiencing mental health conditions, substance use disorders, chronic medical needs, or living outside or in places not meant for habitation.
Services will include behavioral health assessments, crisis intervention, overdose prevention education, and connections to housing, behavioral health treatment, medical care, and other community resources. Outreach staff will also coordinate with hospitals, crisis response systems, shelters, and community providers to help ensure continuity of care.
The initiative will be led by Robin Shorter, LCADC, CPRS, Senior Director of Community Engagement at Integrity House.
“People experiencing unsheltered homelessness often face complex challenges that can make it difficult to access care, housing, and other essential services,” said Shorter. “Through consistent outreach, relationship building, and coordinated support, our team will connect individuals to the resources they need and walk alongside them as they work toward stable housing, improved health, and long-term recovery.”
The grant reflects Newark’s continued commitment to expanding community-based outreach and strengthening connections to housing, healthcare, behavioral health services, and other critical supports for residents experiencing homelessness.
