Program Manager, Long-Term Residential Program

Since 1968, Integrity House has provided comprehensive and compassionate addiction treatment services for individuals with substance use disorders. In addition to being accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF), an independent, nonprofit accreditor of health and human services, at its highest level for more than 23 years, Integrity House is recognized statewide as a treatment leader. Integrity House is committed to best practices and has expanded its program and services throughout the years to remain an effective resource for individuals who need help. We currently offer inpatient, outpatient, and halfway house levels of addiction treatment, including medication-assisted treatment; treatment for co-occurring disorders; outpatient mental health services; recovery programs; education and workforce readiness opportunities; and supportive housing.

Integrity House is seeking a Program Manager to maintain administrative oversight and accountability of Integrity House’s long-term residential program, including its clinical model and financial stability. The Program Manager is responsible for bridging the gap between front-line staff and senior leadership, implementing all organizational/strategic changes, enhancing existing services, and achieving positive outcomes. This individual will serve in a matrix organizational structure, participating in various ad hoc initiatives to achieve Integrity House’s mission and vision. The Program Manager supervises at least four (4) counselors and approximately 12 residential aides. This position reports to the Senior Director.

Responsibilities include, but are not limited to the following:

  • Maintain compliance with New Jersey Department of Health (DOH) licensing regulations as Administrator and Director of Substance of Abuse Counseling:
    • Participate in audits/inspections;
    • Develop and implement plans of correction;
    • Ensure service delivery per New Jersey Division of Mental Health and Addiction Services (DMHAS) Annex A and/or other contractual guidance; and
    • Ensure the safety of all clients, program staff, and the facility.
  • Manage program budget:
    • Review and approve program billing;
    • Address and correct areas where service delivery is not optimized and revenue has not been captured;
    • Keep all costs within or under budget, and forecast future budget needs;
    • Make adjustments to expenses that are aligned with the budget; and
    • Monitor program costs and spending.
  • Enhance service delivery and program model:
    • Develop new programs to support the strategic direction of Integrity House (i.e., withdrawal management);
    • Evaluate program strengths and identify areas of improvement quarterly; and
    • Implement and manage changes to ensure project goals and objectives for grants and special initiatives are met, including producing accurate and timely reports.
  • Assist with marketing the program and developing external relationships:
    • Maintain relationships with stakeholders and referral agencies regarding client care;
    • Identify new referral streams and ensure an average utilization rate of 95% per month; and
    • Represent the organization at community events to promote organizational services and Integrity House as a leading provider of behavioral health services.
  • Lead staff development:
    • Provide clinical supervision for all counselors;
    • Provide administrative charge for all program staff;
    • Recruit, hire, train, and evaluate all program staff according to key performance indicators (KPIs) and measurable business and developmental goals; and
    • Identify development opportunities for staff.

Job qualifications include:

  • Master’s degree in Social Work or Counseling required.
  • At least five (5) years experience in the human services field and a minimum of two (2) years experience in a supervisory capacity.
  • Knowledge of recovery, motivational interviewing, trauma-informed care, and the value of peer recovery.
  • In-depth knowledge of mental health and substance use disorders.
  • Strong and proven leadership experience.
  • Clinical licensure (i.e., LCSW or LPC); dual credential preferred (i.e., LCADC). Clinicians who are not LCADCs will be required to obtain certification as an LCADC within one (1) year.
  • Must obtain the following within one (1) year of hire: CCS (CADC supervision), CCS (Social Work supervision), and ACS (LAC supervision).
  • A valid NJ driver’s license.

Physical/Medical Requirements: Prior to hire, candidates shall be required to show documentation of COVID-19 vaccination and booster, in addition to having a negative TB skin test and positive titers for the MMR. Candidates will also be required to go through SUD pre-boarding requirements including drug testing, fingerprinting, and a physical exam.

Salary range is $60,000 to $74,000.
